Roads & Transport

Although there is currently no sub-committee dedicated to dealing with matters relating to roads and transport, the Committee nevertheless continues to take an interest in the following areas and, when necessary, raises issues with the appropriate local authority
 on the condition of roads, parking  and  HGVs.

Condition of roads

Many of the roads in Kingswood are privately maintained. The responsibility for  the condition of these roads rests with the residents acting through a Frontagers Committee and KRA is not involved.

The remaining roads have been adopted by the Local Authority and the responsibility rests with Surrey County Council Highways Dept.
.The state of many of these publicly- maintained roads is currently the cause of considerable dissatisfaction; in particular the main classified road through Kingswood B2032, Waterhouse Lane and Outwood Lane.
The Committee takes the opportunity at Committee meetings of raising its concerns with our County Councillor Michael Gosling, and we have been assured that this road is on the priority list but, because of funding problems, no date is yet available for the comprehensive resurfacing which is badly needed.
Parking

Again,the KRA is only concerned with adopted roads.  The parking problems arise mainly from: the absence of off-street parking near the shops and inadequate onsite parking at the Legal & General offices.

It has been necessary to impose parking restrictions in many roads by the use of yellow lines. These are generally effective where they are easy to monitor. The difficult area is near the shops where there is a generous 2 hour waiting period.
Since the responsibility for monitoring passed from the police to the RBBC in 2004.
the position has improved markedly as a result of regular warden checks and one can now normally find a space to park. The presence of Mitsubishi and their use of the highway to run their business results in the loss up to 10 spaces otherwise available to shoppers.

Legal & General has had to introduce onsite parking restrictions the effect of which is that staff are allowed to park on only 4 days each week.  As a result many staff are parking in the locality where they can find roads with no restrictions.

Heavy Goods Vehicles
In response to pressure from KRA on behalf of residents, width restrictions for HGVs were introduced in 2004. Their purpose is to stop the use of B2032 through or to Kingswood by very large lorries, often en route to A217 and M25, by encouraging drivers to take an alternative specified route. There are no physical restrictions in place and their success therefore depends on voluntary observance by drivers. We are not aware of any police enforcement of these restrictions. Residents are invited to use this website to give their views on the success of these restrictions. Have you observed significant numbers of HGV using this route?

Kingswood Addresses
A number of residents brought to our attention that visitors or carriers delivering to their address had experienced problems in locating them because of the absence of Kingswood in their addresses as shown on the Royal Mail’s database
A member of the Committee undertook the task of dealing with the Royal Mail to try to get their approval to the inclusion of ‘Kingswood’ in the official postal address of properties in the Village.
It was assumed initially that this applied to all addresses in Kingswood. We discovered that certain postcodes representing a majority of addresses were already correctly shown i.e. Kingswood, Tadworth, KT20 6xx.
There was a substantial minority of addresses where the official address did not include ‘Kingswood’ – including some of the private roads. The task was therefore to correct this anomaly and this was achieved after a lengthy consultation process.
However, we were not successful in our request to dispense with ‘Tadworth’ from the address and the correct full address is as shown above.
